Learning Activity (RLA) Grant
Grant Period: October 2024 – October 2025 (12 Months)
Objective: To design and facilitate the next phase of the Joint Work Planning co-creation process for Financial Years 2024/2025 and 2025/2026. This involves collaboration between USAID Implementing Partners, County Governments, and Ward Development Committees in Garissa County, in partnership with the Kenya School of Government (KSG) and the Council of Governors (CoG).

Context and
Approach:
County
Governments hold a unique responsibility for leading development at the local
level. However, their success depends on inclusive and equitable participation
from all actors. Recognizing this, the County Integrated Development Plans
(CIDPs) advocate for collective action by stakeholders to achieve sustainable
development solutions. These stakeholders include:
· National and County Governments
· Development partners
· Civil society organizations
· Private sector entities
· Local media stakeholders
· Communities
Such diverse
roles necessitate:
1.
Co-planning,
co-implementation, and co-monitoring (3Cs).
2.
Timely
information-sharing across projects to minimize duplication and maximize
resource leverage.
Role of
USAID-RLA:
USAID Resilience
Learning Activity (RLA) has been instrumental in collaborating with County
Governments to implement the 3Cs approach through a Joint Work Plan model. By
thinking collaboratively, RLA helps identify intersections within development
activities. This process is spearheaded by the County Government, particularly
through the Department of Economic Planning or other appointed departments,
ensuring cohesive and impactful development efforts.
